Procurement compliance

O2’s extensive range of Service Offers are all available via the OJEU compliant purchasing route of Direct Award through the Network Services 2 RM3808 agreement.

There is no restriction within the Network Services 2 agreement on the framework lots or contract value for Direct Award and as such they can be much better suited to directly meeting a wide range of customer procurement needs, as opposed to the alternative further competition route.

Where a customer’s buying requirements are clearly defined and they can be mapped against a supplier’s published Service Offer, the advantages of this purchasing route are clear versus further competition which can be a significantly more time-consuming, complex and costly and may not deliver any additional customer benefit in these instances.

O2 recognises that procurement risk will be a factor you have to consider and assess. You can therefore be reassured and confident in the fact that every Service Offer published by O2 has been created in accordance with Crown Commercial Service (CCS) guidelines and complies with the terms of the Network Services 2 agreement. Furthermore, all of our published SOs to date have been individually audited and approved by CCS as compliant service offers.  These CCS inspections will continue to be regularly performed throughout the life of the agreement to ensure these high standards are consistently maintained.

RM3808-Lot 6-O2-SO1 O2’s Lot 6 Service Offer for mobile voice and data services, where Transformation Fund Credits are available under the terms of this offer.

This Service Offer makes O2’s core Mobile Voice & Data tariff offerings readily available to public sector buyers. There are 3 main types of tariff available:

• Voice with Data (e.g. No.10 tariffs)

• Voice only (e.g. All Inclusive Voice Only and Zero Line Rental tariffs)

• Data only (e.g. Mobile Broadband tariffs)

The buyer may select from the following tariff options:
(a) No. 10 Voice & Data tariffs;
(b) All Inclusive Voice with 500MB Data tariff;
(c) Data Only tariffs;
(d) All Inclusive Voice Only tariff; and
(e) Zero Line Rental Voice Only tariff

The option to aggregate data purchased is also available.

• The buyer may also connect data only SIM cards to the group shared data bundle.

• Subject to connecting a group shared data tariff, buyers may connect to the mobile tariffs detailed below with a call-off contract period of either 24 months or 36 months:

  • Big business unlimited voice only tariff
  • Big business unlimited voice plus group shared data tariff

• The buyer may also connect data only SIM cards to the group shared data bundle

Transformation fund options

Connection credit are available with each voice connection taken, according to the following contract term commitment:

  • 24 month term commitment: £50 credit per connection
  • 36 month term commitment: £75 credit per connection

Additionally, a range of transformation fund values are available dependent upon the size of the group shared data bundle option selected.

All our tariffs are available to purchase directly through Direct Award under RM3808 Network Services 2, providing a quick and compliant procurement route when you’re ready to order. Use the supplied Buyer Capture Requirements (CR) form and pre-populated Direct Award Contract Order Form which are both necessary to place an order (refer to the adjacent fields to download a copy). Direct Award Contract Orders should be completed, signed and returned with the support of an O2 Client Manager. Your O2 Client Manager will ensure all details have been completed correctly and then seek O2 countersignature approval, confirming your order has been accepted and is being processed.
