Service Offers (SOs)
Buying from the Network Services 2 (NS2) agreement [RM3808] takes two forms; Direct Award SOs or Further Competition tendering.
All SOs from O2 offer pre-agreed terms and commercials. This provides a quick, OJEU compliant flexible and simple way to buy products and services without a tendering process.
We offer a breadth of digital, ICT, fixed telephony and mobile solutions to meet your specific needs. Our SOs are regularly refreshed to cover emerging requirements, such as secure remote working.

“We could tell you all about the cost savings and ease of using Service offers, but we think it’s better if you hear it straight from your peers.”
“South London and Maudsley NHS Foundation Trust were able to make the most of O2’s position on the Network Services agreement. In particular, we were able to utilise O2’s position on Lot 10 of the framework to procure an integrated communications solution in a compliant manner. O2 advised us on the right solution to meet our needs and were able to show us a service offer that met our requirements.”
Ricky Mackennon
Deputy Director ICT, South London & Maudsley NHS Trust
“Buying through a Service Offer on the Network Services Agreement allowed us to procure services very quickly in a fully compliant manner. O2 worked with us every step of the way to ensure the process was as efficient as possible. The way we worked with O2 to call off against their SSO has shown us just how easy compliant procurement can be.”
Mark Bleaken
Technical Services Manager, Avon and Wiltshire Mental Health Partnership NHS Trust
Procurement compliance
O2’s extensive range of SOs are all available via the compliant purchasing route of Direct Award through the Network Services 2 (NS2) RM3808 agreement.
There is no restriction within the NS2 agreement on the framework lots or contract value for Direct Award. As such, they can be much better suited to directly meeting a wide range of customer procurement needs.
The advantages of a Direct Award purchasing route are clear. Tendering is more time-consuming, complex and costly and may not deliver additional customer benefit when requirements map against an SO.
We understand that procurement compliance is a factor you have to consider and assess. Every SO published by O2 has been created in accordance with Crown Commercial Service (CCS) guidelines and complies with NS2. All of our published SOs have been individually audited and approved by CCS as compliant service offers. These CCS inspections will continue throughout the life of the agreement to ensure high standards are consistently maintained.
